Sales & Purchase Procedure:
Request: Buyer submits Letter of Interest + Proof of Funds (POF) (Bank Statement, BCL, etc.).
Introduction: Seller verifies the buyer and conducts an introductory call.
Capability Assessment: Seller assesses the buyer's financial capacity.
Corporate Offer: Seller issues a Formal Corporate Offer (FCO) with prices, volume, and terms.
Sales Agreement: Buyer & Seller finalize a Sales & Purchase Agreement (SPA). The seller also issues an MFPA (Master Fee Protection Agreement) for agents/mandates.
Banking & Collateral: Buyer submits SBLC MT760, and Seller provides a 2% Performance Bond.
Loading & Documentation: Seller loads the vessel at their own cost and issues delivery documents (B/L, Ullage Report, COO, Q88, etc.).
Delivery & Payment: Buyer conducts a Dip Test, completes an MT103 wire transfer, and receives Title of Ownership upon payment.

Gasoil is the second distillate from the crude and can be used without additives or reformers. The content of sulphur differentiates the gasoil. Low sulphur gasoil has a content below 0.2% whereas ultra low sulphur gasoil has less than 0.02%. ISO (International Standardisation Organisation) set a standard for gasoil that most oil companies use as their reference. The GOST variant (Russia) for Gasoil is 305-82 specifying the sulphur content of 0.02% max, whereas in the U.S.A.

I require tank farm relationship verification prior to introductions because Step #3 in the procedures does require signature by buyer, seller and tank farm to verify there is somewhere for the fuel to go upon successful dip & pay. I do not want to waste your time or the allotment holder's time if this will be a stumbling block. This is fairly standard with refineries as I am sure, being a seasoned buyer, you are aware.
